How do I compare agency quotes that look very different?

◆ Our take

Compare scope, not just the number. Quotes vary wildly because they include different things: some cover only coding, others include design, testing, project management, and support. Normalize them by listing exactly what each includes, then compare like for like. A cheap quote that omits testing and support usually isn't cheaper; it's incomplete.

Why quotes vary so much

Two agencies can quote the same project at very different prices for legitimate reasons: different scope, different seniority of people, different quality standards, and different amounts of “everything else” (design, QA, PM, deployment, support) folded in or left out. The price gap often isn’t one being greedy and one being cheap; it’s that they’re quoting different things. Your job is to see what each actually covers.

What to normalize before comparing

What’s included in the work

Does the quote cover design, testing, project management, deployment, and post-launch support, or just development? Missing pieces don’t disappear; you’ll pay for them later, often at a premium.

Who does the work

A quote built on senior engineers costs more than one built on juniors, and the output differs. Ask about the seniority and structure of the team behind the number.

Code and IP ownership

Confirm you own all the code produced. A quote that leaves this vague can cost you far more than the difference in price.

Post-launch support and maintenance

Is there support after delivery, or does the relationship end at launch? Ongoing cost is real; know whether it’s in the quote.

Timeline and what drives it

A much faster timeline may mean more people (higher cost) or cut corners (lower quality). Understand what the timeline assumes.

How to compare fairly

Build a simple side-by-side: list every element (development, design, QA, PM, support, ownership, timeline) down one side and each agency across the top, then fill in what each includes. Once they’re normalized, the real comparison appears, and a quote that looked cheap often turns out to be missing half the list. Compare total value for a complete outcome, not the headline figure for an undefined one.

The red flags in a quote

Be cautious of a quote far below the others (usually incomplete or a bait price), vagueness about what’s included, no mention of testing or support, and any reluctance to confirm code ownership. A transparent agency itemizes its quote and explains it happily; an evasive one is telling you something.

Key takeaways

  • Quotes differ mainly because they include different scope, not just different margins.
  • Normalize each quote by what's included: development, design, QA, PM, support, ownership, timeline.
  • A cheap quote that omits testing and support isn't cheaper; it's incomplete.
  • Watch for red flags: far-below pricing, vagueness, no testing/support, and unclear ownership.
